City of Rancho Cordova engaged an expert Swainson's Hawk biologist for biological survey and mitigation advice. The study was completed in January 2007 but not made public. The City subsequently abandoned efforts to adopt a Swainson's Hawk mitigation policy, and says it will work through the South Sacramento County Habitat Conservation Plan to mitigate impacts of its development. FOSH obtained a copy of the nesting survey in spring 2008. It showed 13 active Swainson's Hawk nests in the City of Rancho Cordova planning area and several others close by.

Please ask the following City officials to adopt a strong and
effective Swainsons Hawk mitigation ordinance that:
o requires California Fish and Game
to approve location and configuration of lands for mitigation and the forms
for conservation easements;
o requires suitable lands be dedicated prior to grading permit issuance for
all but the smallest projects, since fee based programs in Rancho and other
jurisdictions have failed to mitigate;
o ensure that all impacts to Swainsons Hawks are fully mitigated in the
development process and that project EIRs fully and fairly assess these impacts.
